Pharmacists have a responsibility to protect the public from potential inappropriate drug use, while ensuring access to critical medications. There is a national epidemic surrounding the misuse of opioids. In response, during the last 10 years, many pharmacists have heightened surveillance when filling prescriptions for controlled substances, sometimes resulting in instances in which patients with valid prescriptions experience delays obtaining their medications. As a result, the Florida Board of Pharmacy has updated its regulations on the standards of practice for the filling of controlled substance prescriptions, which went into effect in December 2015. These standards of practice emphasize the importance of patients’ ability to fill valid controlled substance prescriptions. This continuing education course reviews these standards and other federal and state laws pertinent to the regulation of controlled substances.


This continuing education course is designed to educate Florida pharmacists and prescribers on the role in ensuring that valid controlled substance prescriptions are dispensed to patients with a legitimate need. After studying the information presented here, you will be able to:
  • Describe the Florida regulations and discuss the pharmacist’s role in dispensing prescriptions for controlled substances.
  • Discuss the role of the Florida Prescription Drug Monitoring Program’s database in guiding decisions involving the prescribing and dispensing of controlled substances.
  • Develop a process to assess prescriptions for appropriate therapeutic value.
  • Identify criteria suggestive of fraudulent controlled substance prescriptions.
  • Review federal and Florida state laws pertaining to the prescribing and dispensing of controlled substances.
